What Is Connected Vehicle Service?
Connected vehicle service is any technology that allows a person, other than the driver or a covered provider (like a vehicle manufacturer or provider of a connected vehicle service app) to track the location of the vehicle, control the vehicle, or share data from the vehicle. This can include a global positioning system (GPS) that tracks the location of the vehicle or an app that controls any operation of the vehicle.
What Laws Protect Me?
What laws protect me from connected Vehicle Service being used to abuse, track, or control me?
Section 399-ccccc of the General Business Law was signed by Governor Hochul on February 14, 2025. It allows a victim of domestic violence to terminate an individual’s access to connected vehicle service, including GPS and app-based tech that controls any operation of their vehicle. It is effective as of May 15, 2025.
What Is the Process?
What is the process to have an individual’s connected vehicle service access to my vehicle terminated?
First, you need to submit a request to your car’s covered provider that you want to terminate an individual’s connected vehicle service access to the car. After you submit your request, the covered provider must terminate their access within 2 business days.
If it is not possible to remove connected vehicle service access, the covered provider must promptly notify you and provide you with alternatives, like information on how to disable or modify the settings for connected vehicle service manually.
Your car’s covered provider must provide you with the information on how to remove someone’s connected vehicle service to your car. This information must be available on their website and/or app.
Submitting a Request
What information do I need when submitting a request to terminate an individual’s connected vehicle service access to my car?
You will need the following information when submitting a request to the covered provider:
- Vehicle Identification Number (VIN)
AND
- Proof of legal possession of the car. This includes:
- a vehicle registration or title record abstract*, or a certified copy and letter of permission to register** (if car is registered out-of-state), or
- a court order awarding possession or ownership of vehicle, or
- proof of marriage to the owner of car at the time the car was purchased or leased, or
- other proof determined by the Department of Motor Vehicles (DMV) in conjunction with the NYS Office for the Prevention of Domestic Violence.
AND
- A written statement that the requestor is a victim of domestic violence
A covered provider cannot request any additional information other than what is listed here, either to prove your ownership or that you are a victim of domestic violence.
(*To get a title record abstract for proof of ownership, you will need the Vehicle Identification Number (VIN). If you do not know the VIN, the DMV may be able to locate the record using their registration files. For this you will need to provide the name and date of birth (DOB) of the registrant, as well as the year and make for the vehicle and a photocopy of your driver license or other government-issued photo ID card as proof of identity.

Maybe. The car’s covered provider may contact the individual who had connected vehicle service access to confirm that their access has been terminated.
How do I know if the connected vehicle service technology in my car is being used by a person other than myself?
A car must show a notification inside the vehicle when connected vehicle service technology is being used and how to manually disable it, unless a notification inside the vehicle it is not possible with the car’s technology.
Can I be charged to request to remove an individual’s connected vehicle service access to my car?
No. You cannot be charged for this service.
Can an individual whose connected vehicle service access to my car is terminated access my request?
The information you provide in your request is confidential and will be disposed of within 90 days of your request being processed.
