Introduction
The Office for the Prevention of Domestic Violence (OPDV) is the agency designated by New York State as the clearinghouse for information and materials related to domestic violence. OPDV’s Gender-Based Violence Dashboard provides information related to incidents of domestic violence and other forms of gender-based violence, as well as the availability of services for victims, survivors, and children across New York. The 2024 Gender-Based Violence Dashboard marks the 18th year that statewide data about domestic violence and other forms of gender-based violence have been compiled and published.

2024 NYS Gender-Based Violence Dashboard
OPDV receives data from agencies including the NYS Department of Corrections and Community Supervision (DOCCS), NYS Division of Criminal Justice Services (DCJS), NYS Office of Addiction Services and Supports (OASAS), NYS Office of Children and Family Services (OCFS), NYS Office of Temporary and Disability Assistance (OTDA), NYS Office of Victim Services (OVS), NYS Office of Court Administration (OCA), NYS Department of State (DOS), NYS Department of Labor (DOL), NYS Department of Health (DOH), and the National Domestic Violence Hotline (NDVH).
In Summer 2025, contributing agencies reported data from 2024. The Dashboard represents the information available at one point in time and is subject to change as cases are processed through the legal and other state systems. The data can be used to help inform policy and practice for gender-based violence prevention and response.

2024 Domestic Violence Services (Data source: NYS OCFS)
- Across New York State there were 37,473 reported non-residential program admissions (32,736 adults and 4,737 children) and 10,227 reported residential program admissions (5,019 adults and 5,208 children).
- For residential facilities, the average length of stay continued to be longer for New York City (115 days) as compared to the rest of the state (44 days).
- The number of reported shelter denials was 24,635 (12,696 adults and 11,939 children).
2024 Hotline Calls (Data source: NYS OCFS, NYS Domestic & Sexual Violence Hotline, National Domestic Violence Hotline)
- There were 87,417 hotline calls to programs in NYC (81,949 residential and 5,468 non-residential). There were 167,551 hotline calls to programs in the rest of the state (139,681 residential and 27,870 non-residential).
- Additionally, there were 8,289 calls to the New York State Domestic and Sexual Violence Hotline and 11, 676 calls documented from New York State to the National Domestic Violence Hotline.
2024 Court Administration Data (Data Source: NYS OCA)
- There were 241,351 orders of protection required for entry in the NYS Unified Court System’s Domestic Violence Registry.
- For Extreme Risk Orders of Protection, there were 5,414 Temporary Orders, 4,673 Final Orders, and 10,087 Total Orders reported in the NYS Unified Court System’s Extreme Risk Orders Dashboard.
- There were 67,934 Family Offense Petitions.
The digital 2024 Gender-Based Violence Dashboard presents the total number of orders of protection, extreme risk orders of protection, and family offense petitions for each county.
2024 Domestic Violence Victims (Data Source: NYS DCJS, Uniform Crime Report File)
- Non-NYC counties had 55,314 reported IPV victims and victims of other types of family violence. (Data from NYC were not provided to DCJS by the time of this report in Oct 2025).
- There were 29,359 reported female IPV victims, 8,114 reported male IPV victims, and 17,841 total reported victims for other family violence.
This data likely underreports the total number of people who experience these forms of violence, since many victims do not report to law enforcement or criminal justice agencies.
2024 IPV Homicides for Counties outside of New York City (Data Source: NYS DCJS, Uniform Crime Report File)
- There were 38 Intimate Partner Violence (IPV) homicides reported for New York, excluding NYC. (Data from NYC were not provided to DCJS by the time of this report in Oct 2025).
- Over 80% of the victims were female (32), about 10% (4) of the victims were male, and for 2 victims, their sex was unknown.
- About 20% of victims were 20-29 years old (8), about 30% were 30-39 years old (11) another 30% were 40-49 years old (11), about 10% were 50-59 years old (4), and about 10% were 60 and older (4).
- Almost 60% of IPV victims were White (22), over 20% were Black (9) and almost 8% were Hispanic (3). One reported victim was of another race/ethnicity (not defined), and 3 had an unknown race/ethnicity.
2024 Anti-LGBTQ and Anti-Gender Hate Crimes (Data Source: NYS DCJS, Uniform Crime Report File)
- There were 94 reported anti-LGBTQ hate crime offenses in NYC and 52 anti-LGBTQ reported hate crime offenses in the rest of New York State.
- There were 12 anti-gender hate crime offenses reported for NYC, and 3 anti-gender hate crime offenses reported in the rest of New York State.
