2023 New York State Gender-Based Violence Dashboard

Introduction

The Office for the Prevention of Domestic Violence is the agency designated by New York state as the clearinghouse for information and materials related to domestic violence. The New York State Gender-Based Violence Dashboard contains statistical information detailing the State’s response to domestic and gender-based violence and the assistance that a variety of state agencies and the courts provide to victims, survivors, and children. This is the 17th year that the Dashboard has been published by the New York State Office for the Prevention of Domestic Violence (OPDV) and the State’s Domestic Violence Advisory Council. This Dashboard contains data from 2023 as reported by contributing agencies in Summer 2024, as well as data from previous years for comparison where available. The information in the Dashboard reflects data provided by state agencies on whether and how individuals who come into contact with a system, whether it be Courts, law enforcement, health, or social services, have experienced domestic or gender-based violence. Quantifying the response to this harm allows the Office for the Prevention of Domestic Violence (OPDV) to provide reliable information to stakeholders to better inform local and state decision-making, policies, and programs.

Highlights

The following points are specific to areas outside New York City, as 2023 statewide totals are not available due to NYPD data reporting issues.

  • The total number of intimate partner violence homicide victims reported in 2023 decreased by 33% compared to 2022, falling from 33 victims in 2022 to 22 in 2023. This also represents a 46% decrease from the 41 victims reported in 2019.
  • The proportion of female victims in intimate partner violence homicides decreased from 88% in 2022 to 82% in 2023, a 6-percentage-point decrease. However, this is 2 percentage points above the 80% documented in 2019.
  • In 2023, 21% of homicide victims were female, down from 22% in 2022. This also represents a 10-percentage point drop compared to 2019 when female victims made up 31% of total homicide victims outside of New York City.
  • Although the number of Black and Hispanic intimate partner homicide victims fell from 16 in 2022 to 12 in 2023, the percentage of intimate partner homicide victims who were Black or Hispanic increased to 55%, up from 48% in 2022 and 44% in 2019. This represents a 7-percentage-point increase from 2022 and an 11-percentage-point increase from 2019.

     

New York State data points

  • The number of orders of protection issued in New York State that were required for entry in the New York State Domestic Violence Registry increased by 10% in 2023 compared to 2022 but was 1% lower compared to 2019.
  • In 2023, arrests and arraignments for PL 121 strangulation charges in New York State, where PL 121 appeared as a top or underlying charge at arrest or arraignment, increased by 3% compared to 2022 and were 11% higher than in 2019.
  • The total number of participants in the Address Confidentiality Program rose by 17% in 2023 compared to 2022. This also represents a 41% increase compared to 2019.
  • The number of extreme risk protection orders issued more than doubled in 2023, rising by 123% compared to 2022, with 9,266 orders issued in 2023 and 4,149 orders issued in 2022. This represents a 73% increase since the implementation of New York State's Red Flag Law on August 25, 2019, when comparing the total number of orders issued in 2023 to the combined total from 2019 to 2022.

     

Note, the COVID-19 pandemic had a significant impact on survivors and victims of domestic violence and their ability to access services, including the types of services they were able to access, and the collection and reporting of vital statistics on domestic violence statewide in both 2020 and 2021.
